Professor Brushwood currently has two streams of research; one is focused on outcomes-oriented professional regulation, and the other emphasizes pain management regulatory policy. As the co-recipient of a grant from the Borchard Foundation in 1999-2000, Professor Brushwood studied the feasibility of establishing a systematic approach to the monitoring of adverse drug effects in the elderly, following the release into the market of newly approved drugs. As Principal Investigator on a year 2000 to 2001 grant from the Institute for the Advancement of Community Pharmacy, Professor Brushwood coordinated projects that examined the feasibility and safety of unit-of-use packaging for pharmaceutical products. He also recently studied the legal implications of formulary decisions, under a grant from the Pharmacia and Upjohn Corporation.

Professor Brushwood was selected as a 1999-2000 Mayday Scholar by the American Society of Law, Medicine and Ethics. He was selected as a continuing Mayday Scholar for 2002-2003. His Mayday project research addresses the subject of “collegial accountability” to improve pain management for patients, and the effectiveness of electronic prescription monitoring programs. Professor Brushwood served as Co-Investigator on a grant awarded to the University of Florida College of Medicine by the Robert Wood Johnson Foundation. His participation in that grant led to the creation of a statewide network of clinical pharmacist pain management consultants. Professor Brushwood was Co-Investigator on a grant awarded by the National Institutes of Health, in which he and colleague Carole Kimberlin studied methods of enabling pain-related dialogue between health care providers and patients. Current research projects include “Standardizing Regulatory Response to Aggressive Pain Management Practice.”

An innovative classroom teacher, Professor Brushwood has created a series of internet-based lectures on pharmacy law and ethics, using RealMedia video and audio, streamed with PowerPoint slides, online threaded discussions, and videotaped trigger scenarios incorporated into PowerPoint slide shows. These computer applications enable students to learn basic concepts at their own pace, and open up classroom time for problem-solving exercises that teach students critical thinking skills. Professor Brushwood frequently conducts continuing education courses for pharmacists and physicians to teach them how to use a process known as “VIGIL” to assure that legitimate pain patients receive necessary medications, while drug abusers and diverters are denied access to medications.
